Kill switch?

Hello everyone! Yesterday I took my cars interior out. I saw this switch and I think it might be a kill switch, I already knew it was there but I don't think it works... How can I get this to work and how do I know what the switch does? It seems to be connected to my steering wheel??? Here are some pictures of it, the quality might not be the best because I took the pics with my phone :D

Do you guys think it is a kill switch?

Recently bought: I recently got some new Ls Mesh for my DA, 15inch so now i need new tires. Besides the fact that the ones i have right now are bald, i need a new size of tires since the one i have right now are too small. I'll post pics of the LS Mesh once i get the tires on:)
